(40d) Stone Dropped Onto Workshops

So I'm building an aboveground fort, and while working on the second floor I deconstructed a series of floor tiles, so that I could collect the stone from below and re-use it to make walls.

However, when dropped onto unpathable workshop tiles, the stone cannot be collected....

Not necessarily a bug, but certainly an equal inconvenience.

If you deconstruct the workshop the stone will still be there, but it is quite irritating.  I always thought dwarves should be able to grab things from the tile next to them, or when something is dropped into an impassable part of a workshop it should become part of the workshops inventory.
