I have a huge water tank, 19x19x13 on the inside, with the base of it starting 3 levels above the main ground level.  From there, it goes down fairly deep underground, and on a level without much on it, it branches out, and then goes back up to various points around the map, that are capped by floor hatches, and linked to a set of levers within my fortress, so as to unleash a huge flood at locations of my choice.

The whole system was filled up, from the top of the tank to the tunnels, to just below the floor hatches was all 7/7 water, and I opened up one of the outside hatches, and ... nothing, the water stayed there just below the hatch.  Fortunately, I had a hatch at the bottom of the tunnels that i could use to drain the system a bit, and set the lever to that to pull twice, and once I did that, the water started fountaining out of my open hatch, and successfully killed most of 2 groups of goblins, a fisherdwarf, and my fps (which dropped to 0 for a while).

Water moving upwards right now is kind of messed up. It largely depends on the original source of the water.
