What settings do I need to arrange moving a kobold corpse?

I seem to have no luck with this. Even when I have a stockpile setup to allow all sorts of Dead Things, the Dwarves will only grab a dead kobold thief's stuff and leave his body.

I want to have it moved to an underground stockpile where it can safely rot and then I can donate his body to my Bones for Bolts program.

Are your dwarves set to collect refuse from outside?
