I imagine it might not have required much.

Say he had recently gained enough population to quality for a barony, and almost for a county. Then, while the baron was arriving, a few more dwarves showed up, making it immediately viable as a county. In this way, it wouldn't have necessarily required many dwarves to arrive at all while the baron did.

True.

If you've already got enough population and wealth to qualify for a county (or even a duchy), all you have to do is fullfill the requirements for the barony. Once your baron arrives, he will shortly thereafter be promoted to count/duke.
