Diving bells were already describbed by Aristotle, so such a thing would make sense. And Dwarves as born metal workers would be the persons best suited for making metal diving bells.

They could be used, for example, for retriebving equipment from the ground of rivers or for doing work there (like building a wall or a channel) in a river tile)

I think that diving bells versus the surface pumped suits is an implementation detail.  They would be functionally equivilant in that the would both require large amounts of surface mechanical equipment.

Oddly enough, I was thinking about something like this today o.O

Then again, I rather like the look of the Big Daddy's from Bioshock, so anything to replicate that look eh?  ;D

As much as I'd like some method of underwater work (outside of pumping water out of...well, the ocean) I somehow doubt it fits in to the pre-1400 tech.  There were the diving bells, sure, but I don't recall any of the big ol' sealed suits with hoses.

no , it wuld make no sense.
it wuld be realistic if one culd build it, but it wuld add NOTHING to the gameplay and wuld thereofr useless.

Retrieving things from underwater without having to pump all the water away is far from adding nothing to gameplay ;)
as well as maybe also being able to build dams underwater.

Of course the range of such a device would be rather small, probably 1-2 tiles as you would need a crane standing on the ground to lift the diving bell into water, but this would be enough for the tasks I mentioned
