I think dwarves should be allowed to make and use small recurve or composite bows, using the efficient design to overcome the size of the weapon and inflict damage.

Crossbows are meant to be very powerful used by anyone, they are meant to be very damaging if you get hit. They are not meant to fire every second by a novice and they are not meant to injure your eye and heart and lungs all at the same time.

So

Decrease rate of fire
Decrease crit

Ohh and at Close to Point Blank range... Crossbows and Bows should be able to be dodged as easily as ordinary attacks (if they are not already).

I think the problem with the crazy crits is the way the body is built right now. If you modified the body into more parts, like say 3 parts for the upper body, you won't get hits that pierce both lungs the liver and the heart. Then you have all sorts of gore when people explode, though. Upper left body, upper right body, lower upper body (or whatever you call them).
