From what I think I understand, wagons are handled as a strange form of creature in DF. Engravings and legends and the like treat them as historical figures, but since they aren't named this kind of oddness appears.

This is what I think the game is trying to print:

"Engraved on the floor is a well-designed image of [name missing] the wagon by èzum Sċkzuludib. [name missing?] is falling. The artwork relates to the scuttling of [name missing] the wagon in Winterhome in the early summer of 193."

So unless there's something else wrong in the sentence that I'm not spotting, this is probably not a grammar bug. Although it's certainly a bug of some form. :)
