So well im trying to pump out the water from a brook and make a dam. The game wont let me build on pumped out brook tiles.

The water gets down to 1/7 and some times 0/7, but wont let me build a wall or flood gate....

I don't think this is a bug. You need to mine out the water-level brook tiles before you can place buildings there.  Think of this as clearing away all of the loosely packed rocks that you'd find on the floor of a stream.
