Oddly peaceful kobalds

I apparently embarked in the middle of a kobald settlement.  But rather then attacking or stealing stuff, they're just standing around like statues.  Anyone observed stuff like this before?

Yeah, 39E is a love-fest.  Adventure mode consists of walking around hugging goblins, mostly.

The elves will be delighted.

The kobalds aren't even moving however, it's like they were all petrafied by my arrival.

Yeah, whenever you embark it makes the natives friendly... not to your civilization, just to you.  See what happens to traders...
