I was lucky enough to gen a world where a Dwarven civ (The Green Bolts) was at war with the goblins on the same mountain range. They had been warring since the year 27, but the only major event in all that time was that the dwarves captured a goblin fortress.

Remove the [BABYSNATCHER] token. Replace [INTELLIGENT] with [CAN_CIV] and [CAN_LEARN] in the creatures file.

Just make sure you're prepared to fend off a siege in the very first year.
