So I had my first failed mandate for my current 8-year fortress.  The mayor (female) mandated the construction of some lay pewter items.  Since at that point I had struck neither tin nor lead ore, I was pretty screwed.

Sure enough, after a few seasons some random trapper (dabbling in armorsmithing, I think) was scheduled for a beating.  A guard promptly crippled both his arms and pummeled his lower body with enough force to mess up various organs.  Just for the hell of it, I checked up on his relationships, and found that his lover is 'Ral Zuntiroddom, Mayor.'

So basically, the Mayor mandates the construction of something that is impossible for the fortress to satisfy.  Then - rather than punishing someone who has anything to do with metalworking, she punishes her lover.  Anyway, I looked at his status to see how he was taking the fact that the love of his life manufactured an excuse to have the crap beaten out of him.  He was ecstatic.

Did she wear leather? That would explain this situation a bit.

I think this was just dwarf nature as usual... The mayor didn't realize that when she ordered the hammerer to go out and smack someone around in a frenzy the first thing he would see would be her lover.  

And of course the trapper wouldn't know it was her who told him (Why would he ever think that?) >_>

There is another possibility... He could have forgotten about her birthday. A bad thing to do if your girlfriend can mandate your execution.
