in my glacial fortress, I seem to have reached a layer which is impossible to build stairs in. I designate the ice to be mined into a downward or multi-way or even upward staircase, and all I'm left with is a chert cavern floor. Why it is chert instead of ice is beyond me.

No, I havn't hit bottom. I press the go lower button and it goes lower. Besides, when I've hit bottom, it won't LET me designate downward stairs. Here, it lets me designate downward stairs and then laughs at me.

Glacial Fortress = Ice...   Ice melts.  Maybe you are near a vent or something?

No, that's not it.  I'm having the exact same problem in two different normal dirt and rock fortresses.  I have four miners in both, and I set a series of up/down stairs to be dug, and they'll walk over, dig one floor, then go idle back at the wagon for ten minutes before wandering over and digging the next one.

This happens even if I try doing a set of stairs like this:

When they get down to the level where they actually need to dig horizontally, they all go active and dig like moles on speed.
