Dwarves stay indoors = cancellation spam

Every time I order my dwarves to remain inside, I get massive job cancellations for "forbidden area".  It's always storing items in stockpiles or bins.  I have them set to ignore refuse from outside, and I can't find any areas within my fortress proper that are somehow designated outside. 

What else should I look for?  Outside is definitely Not Safe, but having them stay inside prevents my fortress from running.

What is outside? They're presumably trying to nab something that's outside to bring it in (e.g. if a caravan was caught in an ambush/siege or attacked by zombie creatures or something (random guess since you said outside isn't safe) then the stuff in the caravan is then considered to be 'yours' and your dwarves will rush out to get all of that stuff and bring it to the stockpiles in your fortress). Whatever items are outside, forbid them. That'll cut out the spam.

It's probably goblin armor and the like. Try deleting your weapon/armor stockpiles. 

(You can also set your armor stockpiles to useable-only.)

I think you were both right...there are dead goblins and a dead elf caravan out there.
