Legend Only Worlds?

There's this warning if you allow all rejections, that there could be a legend only world.

What does this mean and does anyone have any examples of it?

it means all playable civilizations might be extinct.

Legend-Only World = No dwarves, humans, or elves, if you're playing a fresh install.
Otherwise no playable civilizations at all, as said.
