There is a very brief mention of Nomads in the dev notes, but I figured it could use fleshing out.

I'd like to see Nomadic civilizations. Groups that wander around various areas. They would still interact with other civs, trade and war and whatnot, but would not build cities. They'd probably have a large range that they work in (similar to controlled area for normal civs) and would respond very unkindly to creatures attempting to encroach on that area. Especially new settlements.

A good fantasy example of this type of civ would be Centaurs.

And, of course, this gives a good groundwork for smaller nomadic groups, like bandits and refugees. These types, of course, would eventually end up building more permanent settlements. Bandits, though, might have a nomadic nature to them, where they have several camps they move between to avoid getting too much notice in any one area.
