Also missing are Health Care and Alchemy.

Alchemy has never been a labor option. Soapmaking is the only labor option that uses the alchemy lab right now.

I just fired up 38c, because in 39c I noticed that there were only 3 labors on the last page instead of 4. Guess what the missing one was?



So, yeah, Alchemy is still missing in 39c. Not that it did anything anyway.

Yeah, when I put the hauling/healthcare/cleaning back in, I intentionally left it out, for that reason.  It used to let you make antivenins from poison, but that was scrapped for what I thought would be a shorter wait for a more robust system (which probably won't include the antivenin anachronism unless there are other magical stuffs).

I might have stumbled upon a related bug : on 39c, unmodded except for a few modifications of the stone layers raws, all the labor options disappeared BUT the hauling ones. It's probably redundant but I thought it should be mentioned.

I got that to reproduce by extracting 38c to a folder, then extracting just dwarfort.exe and /data/index from 39c to that folder (it wouldn't run with 38c's /data/index, though maybe it would with the ones from other versions of 39; I don't know, as I don't have them available right now). So, make sure that you extract it to a fresh, clean folder, then see if it still happens.
