[39c] Dwarves fill empty barrels in furniture stockpiles

I made a couple of furniture stockpiles so my workshops would not be so cluttered. Soon barrels in those stockpiles became owned by a food stockpile, but instead of dragging empty barrels to their food stockpile, dwarves were filling barrels with food while they were in furniture stockpile. And after some time they still don't want to move (Plant barrel (Tower-cap) <#9>) and its friends to the right place. Instead they filled with food some just made barrels in carpenter workshop.
