[39b] Can't trade with Elven shopkeepers in Conquered Retreat

I went to and Elven Retreat that was conquered by humans and in their control.

There are elves manning the human style shops.  They are selling leather and bone items.  When I mark an item [T], the offer commands (a,b,c, etc) do nothing.  I can't sell them anything, either.

Do you have a save?  I'm not sure what their problem is.
