I thought you would only see a small loincloth if your character was a human or elf and you took it off of a dwarf.

no, gobbos are small.  humans and elves are narrow i think.  if you are a human, i think dwarfs are wide.

Dwarves can get small items from kobolds, too.

EDIT: And to dwarves, gobbos are narrow and humans and elves are large.
