Why won't my soldiers pick up & wear equipment?

I have several soldiers set to wear plate, and although I don't have enough suits of plate for them to all be fully equipped, I do have enough gauntlets.

However, some of them are refusing to wear them. They are the right size (not large or narrow), and have not been forbidden, marked for dumping or melting.

I have tried deactivating and reactivating the soldiers, setting them to 'no armor' then back to plate, and tried forbidding then unforbidding the gauntlets, but nothing seems to make a difference.

The only thing that I can see that might make a difference is that some of the gauntlets have a 'water covering'. So are my dwarves refusing to wear them because they are wet?

Does water covering mean wet, or mean under water?

It means wet, hell when it rains it gets like that. I'd hardly consider a raindrop to be covering anything a dwarf would wear.
