Also, sieges start out hostile outside your fortress.
A pissed off caravan inside your fortress, although smaller, may pose a greater threat.

yeah, it would be easier if there was some sort of "neutral" flagged creature that could be attacked but wasn't automatically, but I feel in the meantime just having the merchants leave without giving you anything would be an adequate representation.
