How to stop a race from expanding beyond their initial s

As the title says. I'm trying to create a playable dragon race but no matter how low i set their max pop, i usualy end up with 10 or so towns occupied by 2-3 dragons each, while i want all of them to stay put in one area.

Limit max. starting pairs. Set preferred biome to something obscenely specific. Limit total and per site pop caps. Then, maybe find a personality trait that governs desire to move and set it to 0. That's all I can think about.

Doesn't seem to work. Even with a max population of 5 i end up with 3 towns at 1 inhabitant each and a capital with 2 people.

Try removing all LIKES_SITE and TOLERATES_SITE.

Yea, that might work, but that might crash too. Not a reason not to try though.
