Well, figured out all tags but..

[PROGRESS_TRIGGER_POPULATION:1]
[PROGRESS_TRIGGER_PRODUCTION:1]
[PROGRESS_TRIGGER_TRADE:1]

Changes.txt claims it goes from 0 to 5, but... what do different values do exactly? Could anyone explain?

If I had to guess, it might be the rank change between being considered a hamlet, city and so on.

EDIT: On second thought,  I believe this tag might symbolize what size a neighboring town must be before it is able to send goods to other, friendly neighbors. I will do some experimenting to find out.

They'll send a caravan or start attacking when your production/population/trade has reached that level, which corresponds to the outpost names.

My god, the best tag ever!!! Now goblins can siege me without I needing 80 dwarves. Awesome! If just it was possible to have 2 evil neighbors...

1) Do you have to fulfill all three conditions or just one of the three to have them come around?

2) What happens if only one or two of the tags are set? Do the others not matter or do they default to some value?

These questions are very relevant to my interests.

Also a suggestion, seperate trade triggers from seige triggers. I'd like my dwarves to trade with elves at level 1 or 2, but I'd like my orcs to be attacked by them at level 3 or 4.

Right now, at least one progress trigger needs to be satisfied.  It only checks the ones that are explicitly set to 1 or above.  A progress trigger must be set or you'll never get them to show up.  A lot should be changed about this, but it's premature to get into it since the whole system might be scrapped when I get to Release 3 on Future of the Fortress.
