Convicted mass murdurer- will I ever get quests?

I've been pretty much killing everyone in every town I come across, but I'm beginning to wonder if I'll ever be able to get quests any more. If I go far enough away will people stop attacking me?

You should probably be able to get away to another civilization. You may be an enemy of a few civilizations, but other civilizations are still friendly(I think).
