I've got some items at my trade depot waiting to be hauled. I'll disable everything except hauling and the citizens either play around or find something else to do. The items are 3 black bear parchment scrolls, a goblin hair ring, and a goblin hair amulet. When things are left at the trade depot keas like to steal them. (I need a drawbridge) What is going on?

Sounds like you probably just don't have any stockpiles set up to accept those items.  I don't have the game open so I can't check how the categories work for these, but especially for the amulet and ring make sure you have a stockpile that accepts rings and amulets and items of hair material.

It's possible that since they're made of hair from a sapient creature that may just break something too, and I don't remember if that interferes with anything.  In this case I don't think it does.

For the scrolls, the wiki article says they're categorized under finished goods somewhere.

Are they still marked to be taken to the depot?  Other items were hauled away?

The fastest method to get the last few items away from the depot is to create a dump zone and flag the items to be dumped.

A dwarf will not move an item to a stockpile if it still has ownership flags, but they will dump it.

A Finished Goods/Tools stockpile should work for blank scrolls but there have been problems in the past and may still be problems, but dumping works. If the scrolls have writing on them, then you want/need a library with a bookshelf.
