Dwarves won't use wheelbarrows

I have them available, I've set my stockpiles to have a high maximum of wheelbarrows, what am I doing wrong?

If the dwarfs are not placing the wheelbarrows at the stockpile for use, it might mean your haulers are all busy and they will get to it later.

If the dwarfs are placing the wheelbarrows on the stockpile but not using them, either the items cannot be carried in a wheelbarrow, or the stockpile is not starting jobs because no stockpile tiles are empty. This actually can happen if you have too many wheelbarrows assigned to the stockpile or if there is clutter on the stockpile (test this, it happens a lot with smaller stockpiles...).

So they will get around to using wheelbarrows?

They should, and it should happen fairly quickly (a few dwarf days if the dwarfs are all out hauling wood back to the fort or something like that). If you have idle dwarfs and it is not happening, something else is the problem and at that point, I'd suggest deleting and recreating the stockpile.
