Guildhall settings

There was a setting somewhere that sets the number of dwarves that must have a skill before they will start demanding a guildhall.

Can anyone point me at where it is? I seem to have looked everywhere but where it's located ;)

Recently lost use of an eye, so it might be I'm literally overlooking it when I go searching.

Assuming v50+: ESC button, Settings, Difficulty, near the bottom, https://dwarffortresswiki.org/index.php/Settings#Guilds

In pre50: last options in d_init.txt
