How do I dig up boulders on the turf?

Used to, in an older version (possibly Masterwork), clearing boulders and rock on land was as easy as smoothing and paving over them.  After which, the pave would be lifted, and the ground would be nothing but plain, flat dirt ready to grow grass and make turf.

Nowadays, on an older version (not the latest classic, but the latest LNP), dirt can't be paved over and cleared.  The rocks can be smoothed and built over, but they cannot be removed and filled with dirt, making actual clear clean turf impossible.

How do you clear rock from the surface and pad the ground with dirt again?

To my knowledge, you were never able to leave dirt behind after smoothing over boulders.  It just left behind a rock floor on which nothing could be planted.  I even made a suggestion based on my frustration with this!

This is half correct, but you could then build some thing like a wall on that tile and then remove it, which leaves the tile as what ever the base layer is at that place. That's usually what ever soil is around there, but I think maybe on mountain biomes it might leave stone?

Given that you're using the LNP you could use DFHack's tiletypes to paint soil in that place instead.

Does the wall have to be stone, or will a wooden one work just as well?

Gonna have to disagree, the latest classic Masterwork includes debouldering with its paved roads feature as long as you can build atop them.

You might be right about walls because the assimilar feature.  I'll have to get a time.

As far as I know, in 0.47.05 and prior, stone could only be replaced by soil the following way:
  • Cover in mud (using water flow)
  • Place building
  • Remove building
