When there is no other work to do, dwarves tend to seek out Socialize, Praying, and Reading interruptible jobs to satisfy their needs, but they don't automatically seek family members (if they have any) when doing so, so getting them to satisfy their need for family/friends is nearly impossible at the best of times. My suggestion is to have an additional two interruptible tasks for Be with friends and Be with family wherein they seek out and follow family/friends. Since being in proximity is enough to have a conversation, it should be enough to satisfy that particular need. If they have no friends, the Be with friends task should have them seek out acquaintances until they become friends. If they have no family, then they either shouldn't have the need, or they should seek to start a family.
