It would be really nice to control exactly how much water flows through a floodgate as opposed to it just being a door. Obviously a lever wouldn't be able to accomplish this so adding a wheel similar to what you see on bulkheads in ships could facilitate this. The UI could be a bar or circle with a slider or even just a drop down or pop out menu with the options 0-7 to indicate how much fluid you want to allow though at a time. This would drastically differentiate the floodgate from a door and allow far more control over fluid movement throughout your fort. You could still connect flood gates as they are to levers and they could still function as they do now.

You could also potentially connect retracting drawbridges to bulkhead wheels to only partially open/close them. Regular drawbridges could become ramps spanning multiple Z levels but that might not be easy to do for obvious reasons. If you were to want this I'd say use the dropdown menu or popup menu over the slider for choosing how you want the object to act.
