Yeah. For what it's worth, I'm mostly just trying to look at things and go "am I just missing something with how this is meant to be done now?" and... yeah, there really isn't anything that covers what civilian alert burrows covered.

It wouldn't take much. Just some extra options at the top of burrow assignments like "all civilians" that just has it constantly keep up-to-date with any new migrants and whatnot. Can even expand it for other categories, too. Definitely needs to be something though.

luckily Tarn basically set the stage for the modern take on "early access" or "donationware" and is just about the only developer I whole-heartedly trust to listen to community blathering about this or that missing feature. fingers crossed the most important things are taken care of first  :D
