Is there any mod or API that has utilized the knowledge system (alternatively, something implemented similar to how the more you tame a creature the better you are at domesticating it) to create a tech tree of some sort?

If not, would it be possible from what y'all have seen to do so? I hestantly would want to create this mod if it doesn't already exist.

I'm thinking it could definitely add flavor to espionage and secret raids if you could steal secrets that, let's say, increase production, give you the ability to forge new weaponry, or otherwise implement technological evolution.

I've thought about trying it, but I actually can't find where knowledge is damn well stored. I seem to recall I got reasonably confident about its location in either hist figures or souls, but didn't find any sort of "civilizational knowledge". Secrets are right out.
