I'm recently back in DF after a hiatus and did not activate the justice system early.  Since activating it I've been interrogating everyone over cold cases and have a confessed artifact thief.  I don't particularly want him in my fortress (He's an obsolete monster hunter) and would exile him anyways after any sentence was carried out.  Is there any benefit at this point to convicting him and risking having to spend an extra however long feeding the bum before showing him the door?  Will it make anyone feel better?

Some dorfs get a good thought from seeing justice served. Food is usually not a problem in my experience, so I'd weigh it based on role playing and convenience. Also note that dorfs have no defense against getting corrupted and can't build any, so you're going to have large parts of your population corrupted over time (criminals may fail because of some value conflicts and poor judgement of what corruption avenue to take).
It can be noted that punishment does absolutely nothing to deter criminals from further crime (apart from the obvious case of capital punishment).

I just have my citizens take a beating and execute everyone else.  So far I haven't had too many problems with it, but time will tell.

I just have my citizens take a beating and execute everyone else.  So far I haven't had too many problems with it, but time will tell.

Sometimes when I order a military dwarf to execute a criminal, they refuse to do so.  Some follow the order.  Is it their personality that causes this?

I wasn't aware that there was any way to control this.

monster hunters are basically mercenaries you cant equip or recruit into squads. Dont waste his potential; forbid all your chains and cages used as jails and build a new chain to be used as a jail conveniently outside your doorway to spot werebeasts. then forbid that chain once they chain him up. he'll eternally serve you as a expendable watchdog until he gets killed or zombified by mist (if this does happen though, im pretty sure he can be safetly re-caged if he's chained but you'll have to unset the chain as a jail).
