Can't Build the second floor of a tower

So I am building a 4 by 4 tower for defense (6 by 6 if you count the walls), I have upstairs in the z level, and designated up-down stairs in the z+1 level. But for some reason, my dwarves never touch the upper floor, they don't build walls up there either. I tried many variations such as to build a floor upstairs first, build walls, build a downstairs, but no, none works, they do nothing in the second floor. I remember the same happening in my last fortress, although I managed to get over it I believe. But I forgot how, can anyone help?

I think its likely a problem with your stairs and access to the z level, a very blunt fix would be to replace them with up-down stairs (c constructon -> (shift + c) construction objects -> x key) after deconstructing the built stairs with designations to replace. I couldnt really say anything more without more info or screenshots to hand.

But its worth clarifying that upstairs-stairs only work in regards to moving above and restrict movement coming back down (so effectively that it can plug holes to climbing creatures on the roof of the cavern unless units fly through it, simply solved with a hatch), so a accidental reverse of the intended order (upstairs on the ground floor, and a seperately designated downstairs on the top-floor) can jam movement entirely even though dwarves are unrestricted from placing stairs above themselves, they wont be able to path.

hey, thanks alot for the reply. However I just reconstructed the upward>up-down stairway and, well, now it's done!
