Yes. Since it's presumably a bug to allow creatures to pass through submerged fortifications, it's anybody's guess how exactly that bug works. There are many possibilities.

It's something to do with swimming code not checking the tile. I once had water generate inside cavern walls in adventure mode, and I could swim right through the walls with water in them. IDK if pathing still checks the tile.

DFHack has a teleport command. If someone has a mature fort with an FB on screen, then it wouldn't be too difficult to test some theories on this.
Well, it's not that easy, actually. Firstly, I've yet to see an FB actually try to destroy anything in 0.47.04, preferring to pace back and forth when trapped. Secondly, they don't have magma vision, so they can't actually see the target they'd like to destroy from two tiles away.

Floodgates can be destroyed too. Better to use a raising bridge for this purpose, or to pump it in through a grate.

Best to take firemen and magma men into account too. The wiki says they're rare, but idk, on my volcano I've seen two firemen already within the first ten years.
