why is it that smelly, stuck-up, arrogant tree-fondling hippies/s] elves can do nearly as much stuff as dwarfs but then the have all sorts of wood tools and weapons. I also can't make it so that I can choose the civ race

You can play as elves if you modify your game raws, but without some community modifications, or your own, smelly, stuck-up, arrogant tree-fondling hippies are generally quite uninteresting with no faculty to cut trees or dig.
