Jail cell not being used?

I have (several) jail cells set up and ready to be used by the justice system, just in time for our first real crime a la tantrum. The offending dwarf is a weakling and only punched a guy once in a tavern, doing nothing serious, but after going to the justice screen the guard IMMEDIATELY decided that a beating was the correct choice, not a jail cell.

Am I missing something? I thought jail was the default punishment for lesser crimes (disorderly conduct) unless no cell is available, and I have plenty of available cells that I'm pretty sure are correctly set up.....

According to the wiki, beating by a fortress guard member is considered the mildest punishment. So maybe the crime wasn't severe enough to merit jail time.

I saw that much, but the wiki also seems to imply that beatings only happen if there are no jail cells available, and that beatings are a sort of "downgraded" punishment. It doesn't seem to clearly list what punishment is merited for different crimes, so I wasn't sure if it really is that a beating is the correct punishment or what

That's why a lot of us don't use the Injustice system.  It does seem to go something about beatings, then jail time, then a hammering, and in prior versions where the captain would use the currently wielded weapon (say a featherwood something) it wasn't bad, barely any bruises.   

The wiki does say that it's first a beating, then jail time, then hammering in order of severity, but after that does state that if they've reached a level 2 offense that would normally require jail time but there are no jails, then it is "downgraded" to a beating instead. But they have to do something severe enough to warrant a level 2 punishment.  For example, for my dwarves a tantrum is only worth a beating but either failing a mandate or breaking export rules caused jail time, except I didn't have enough jails so one or two were beaten instead..  I then removed the captain of the guard and hammerer.

I want my dwarves restrained in the best of my chambers so they can get happy thoughts darn it.

Interestingly enough, after my THIRD beating on this dwarf (he is likely to spiral into insanity, he's the only sad one in the fort really), the fourth offense was jail time. I thought it might have to do with the amount of witnesses but there were only 4 witnesses this time, maybe concurrent and quick offenses increase the punishment?

Got a Hammerer or is Capt doing the beatings? Be sure to give him some chains, and cages.
