WTH is happening here ?

Every few month one of my dwarves hands over an artefact to some stranger.

What is going on ? Can this be prevented ?

I really don't want to clobber my Legendary [whatever] workers to death because of something I don't know how to handle ...

It's the Villains release, and no, it can't be prevented except by forbidding all visitors. You can engage in an eternal game of whack-a-mole to react to artifacts being stolen, engage in the injustice system to interrogate suspects, convict them of wrongdoing to have them beaten or imprisoned (on top of those caused by "unlawful" sale of retroactively banned exports).
You can either wear artifacts that can be equipped as part of a military uniform, or drop them down a hole or otherwise place them where nobody can get at them, but otherwise they'll be stolen again and again, and the thieves will learn nothing and just continue.

I've just given up and use DFHack "exterminate him" on all villains visiting (which in my current fortress is 75% of the visitors, which is a bit extreme).

Currently I'm putting all non-wearable artifacts in a deep vault, on pedestals, behind a bridge.
For the theft before making the vault, I convicted an suspicious visitor. After his prison term decided to leave... win-win.

Villainous visitors return until you eliminate their ability to do so.

The alternative extreme way of dealing with villains is to place all the artifacts they target on a pedestal or in a stockpile in the open close to the map edge. That should allow them to steal the items without bothering the fortress (fighting it out with thieving animals). However, you still have the villains that try to corrupt the fortress...
