World Generation CTD

So I have been faffing about with world generation and there is not really a place to put this. 

From what I can tell, so far, you can get CTD if you set your MAX_POP_NUMBER too low, found in the entity files, during world generation.  There will be no error or crash log.  I havn't seen any documentation on this in the wiki.
Obviously not a problem if most historical creatures of each civ type gets killed off before the cap is hit.
