If you do that repeatedly they might. Some players try in vain to goad elves into war, but with 0.44.X they got the ability to raid them into war (with potential for fatal crash bugs until 0.47.bugfixed). Elves supposedly used to take a lot to push into war, according to what I've heard (never tried myself).

The tree-cutting quota tends to be so high that it's irrelevant. A mature tree now produces around 10 logs -- maybe even more -- so when the elves tell me I can only cut 100 trees in a year they're effectively limiting me to about 1000 logs. I'd have to really go out of my way to use that many. Even if I were to construct a giant wooden statue of a fist raising its finger in the direction of the nearest elven settlement I'd probably be limited more by dwarf-power than by elven tree-cutting quotas.
I'm not sure if starting a forest fire would do it. It might be that only trees felled directly by dwarves count towards the quota.

Anyway, I'm pretty sure you need to breach the quota multiple times in order to start a war.

One reason to cut the trees is to reduce the number of critters stuck up in them. Another is to get logs with which to pave most of the surface to reduce the FPS drain caused by the trees.

Also, the log yield varies considerably depending on the species. The ones in the first cavern, for instance, provide a paltry number of logs (and I typically use cavern logs to secure caverns by walling off the edges).
