From the very earliest days of the Kaiserreich Germany had an issue with a strong Socialist and Social-Democratic Opposition. Even back then it had been clear that to put down the citizenries wishes with force of arms was a bad idea.

Realpolitik. A term coined by the political policies pursued by the greatest of them all. The Man who made Germany. The Man who forced it into existence by sheer force of will. Bismarck.
Realpolitik is the pragmatic acceptance of the realities of the world and adapting ones own policies to what is required instead of looking upon reality through the lens of ones own ideology.

In the end it meant that Bismarck was one of the greatest statemen to ever exist, but to come back to the situation at hand in the Reich, it meant that Germany for Centuries now had pursued a policy of a strong social security net. After all under Bismarcks leadership they were the first country to introduce state pensions and state insurance.  Over the course of his rule as Reichskanzler he spoke even of introducing state socialism and as he called it "a Social Kingdom". Unfortunately most of his policies wouldn't be pushed through. Nonetheless he layed the foundations for the idea, it is of little suprise that the reactionary Emperors Wilhelm II. and Wilhelm III. couldn't or wouldn't expand on these policies, especially in the light of the Syndicalist War. However with the end of the Wars against France and the East Asia Crisis and more worringly the African Quagmire, the following Emperors, especially the liberal Louis-Ferdinand harkened back to the ideas of Bismarck. During his rule Germany adopted a comprehensive social security net, in addition to its already existing free state education.
Often called "der Sozialisten-Kaiser" Louis had a close, if turbulent relationship with the SPD (the german Social Democratic Party). This strange alliance between Throne and Socialists would last all the way up till the Lunar War. Thoroughly unpopular the aquistion of the Moon left Germany with a vast population of very angry Japanese Citizens. Despite progressive and liberal German Politics especially in regards to Colonial Rights and a very low bar for Citizenship, the Japanese would be restive and a largely non-compliant part of the Moon.

Flash forward to today, Victoria-Louise found herself with a problem: basic income, universal healthcare and minimum wage were all already in existence across the Kaiserreich and large parts of the Reichspakt, leaving her without a social policy program. Even conscription programs would be largely toothless since Germany never abandoned its mandatory service for citizens reaching the age of 18. However in one sector Germany had lagged and lagged horribly.

Its military. the reliance on Gen 3 Blaszaks left Germany even without Gen 4s and thus two Generations behind in modern warfare. Pinpointing this problem her new Focus was instead widespread investment in New Research Laboratories, more specifically Stützpunkt 2 on Luna opened with great fanfare and promised a return to the Golden Age of German Space Expansion.

The Nuclear Bomb. The mightiest weapon created by mankind. And one nations have long since fielded anti-measures against. Supported and paid for by all Nuclear Powers who are part of the UN, the STEAL-System is a mixture of ballistic missile, cyberwarfare and early warning satelites which effectively prevent the use of ICBMs anywhere on Earth. STEAL is administrated solely by the UN and is one of the few effective measures taken by it. Even during the hottest phases of the Lunar War, nuclear warfare or the use of such weapons became ever a problem. Nonetheless many nations still maintain a small stockpile of such weapons, and so it is of little surprise that Germany delves back into research of such weapons.
The use of Missile Satellites with the exemption of the STEAL Array has long been given up since ships have proven far more effective and manouverable than static systems.
In any case with old plans dusted off and some mdoernizations, German scientists soon come up with new Missile satellites for the use as static defenses or with strategy demands it as Orbital Bombardement Platforms, after all event he STEAL Array has a limited capacity in regards to how much WMDs it can stop at any given point.

Miniturn: Duty is heavier than a Mountain...

Kapitänleutnant zum Raum Ursula Gleiwitz looked up from her morning coffee. That was not what she wanted at 4am Standard Lunar Time. It was the very end of a grave yard shift guarding Space Port 3 "der Kleine Prinz" in NLO (Near Luna Orbit). Usually no one arrived at this time, after all even with autopilots freighter crews needed to sleep on occassion.

"Scan the ship and tell me what we have there Matrose Karls. Mietig hail it and tell it to identify itself. Fuck if this is another one of those overworked romanian freighter pilots i'll get conniptions."
Freighter Ships failing to identify themselves and approaching at random Vectors was not all that uncommon, Not everyone was trained or knew protocol of german held space, other times it was simply some poor overworked fool falling half asleep at the helm. Sometimes it was a DUI...suprisingly dangerous despite the vast emptiness of space. And sometimes, it was a bunch of smugglers who simply got lost.

Bootsfrau Mietig looked up from her com-station. "Frau Kaleun the ship is not responding."

"Scan is complete, its an old Japanese Tokiwa-Class, 7 life signs and...i have several Blaszak signatures!"

Gleiwitz nearly spat out her coffee. "Red Alert! All Power to Weapons disable that ship NOW! Call up Port Security i want Blaszak support ASAP!"

Afterreport: Incident 7-15 -- NLO - Luna

Decisive action by the Captain of the Dolmar, Kapitänleutnant der Raumstreitkräfte, Ursula Gleiwitz, allowed us to capture three of the five Blaszak Pilots attempting to attack Space Port 3.

Their ship, a Japanese Tokiwa-Class as well as 5 heavily modified Gen III Kawasaki Blaszaks of the Imperial Japanese Space Navy have been destroyed or damaged beyond recovery in the ensuing action.
After thorough interrogation the five individuals first assumed to be Japanese Space Force personnel, have proven to be members of the Pure Mars Special Action Group, attempting to cause an incident between the German Reich and the Empire of Japan with a false-flag operation. Once damage had been done or the Pilots would be overwhelmed they would avoid capture by overloading their fusion reactors and casting suspicion upon Japan by declaring their undying loyalty to his Imperial Majesty over broadband.

Kapitänleutnant Gleiwitz has since been promoted to the rank of Kapitän and given command of the recently refurbished Goeben-Class Cruiser Waldemar.

Turn 2: 2nd Quarter 2120

"Explosions rocked the Grunder Luna Facilities today as a misfire of an experimental Boarding Torpedo ended catapulting the device into Fuel Tanks three buildings over in a storage facility. The resulting explosions caused widespread fires and damages in the billions. As of this moment the fires are still burning, causing widespread chaos in Habitat 14 as citizens are forced to wear gas masks until the atmospheric purifiers can reduce amounts of carbon monoxide in the habitats atmosphere. Emergency Service report more than 50 dead and over 6000 in hospital care due to suffocation or burns, Grunder CEO Walther Funk refused to comment..."

Mars had rebelled...and the Earths response was...non-existant. Billions of Citizens lost to rebellion, decades of investments, blood, toil, tears and sweat gone with the Flag of Independence raised and the Powers at home? They did naught.

The deafening silence provoked a response and one the powers that be could not that easily ignore. Widespread independence riots broke out on all Colony Stations across human-controlled space. On Luna seperatists began open street fights with Reichspolizei Riot Teams and in the Imperial Federation?

In the Imperial Federation the conservatives took to the streets, strikes within the military and navy caused sudden chaos. How dare her Majesty abandon Crown Holdings? Open calls for abdication and change of government became widespread. And it wasnt just the conservatives, it was in fact everyone who wasn't outright anti-colonialist.

Had the Empire not survived worse? When the Anti-Syndicalist wars caused the Empire to fall apart, The People of the Empire did not falter. No they put up a stiff upper lip and started retaking South Africa and India and Britain. Even the Americans had learnt that independence was but a lull before one was returned to the warm embrace of the Imperial Crown. To kowtow before the Martians was tantamount to treason!

And so the fires of Revolution and Counter-Revolution began to ravage even the mightiest of powers.
