nothing getting done

Still playing 0.44. I set up a kung fu temple in terrifying hills by a volcano.  All dwarves are in the military with half training at any given time, no weapons so everyone is a wrestler/fighter.  Beyond the constant raining elf blood, the only terrifying part of this embark is that none of my dwarves will do anything.
I have zero standing orders, nothing queued in any workshop, deactivated all squads, and still all the food I traded for is rotting at the depot while a food stockpile sits a few tiles away.
I think the problem has to do with my communal approach to tasks. I enabled all labors on all dwarves and just let them decide who does what.  Does that lead to too much confusion so no one wants to haul anything?  I've see mining is ignored for at least a full year before I set priority to 1, and then it's suddenly done.  Chopping trees is the same.
Any advice on how to get food hauled?

Hauling is a pretty low priority task in general. So if you really want to get hauling done, you're going to need to probably either disable a bunch of the tasks on a couple dwarfs, or make sure you only give a limited number of other jobs to be done at a time so that some dwarfs are doing those while others don't have anything else to do but haul.

Of course if your dwarfs are actually standing around doing nothing there's also the chance of having things accidentally disabled or screwed up in some way, like fumble-fingering a command and turning off hauling labors in your orders screen by mistake, or removing some stairs between your dwarfs and the food stockpile or something similar.

Edited to add: I don't generally play in evil environments, so is it also possible the dwarfs are just being horrified by their surroundings and not wanting to do anything? If that's the case, you might not have a lot done until/unless you manage to seclude them inside mostly, at which point they could still occasionally get horrified by reliving those moments but you might have more luck getting stuff done.

Edited again because I just noticed the "everyone in the military with half training all the time" thing. So do you mean that everyone is set to training mode and that you have orders edited so that only half are being forced to train at once? Or that you have the schedule set up so that a squad is training one month and off the next, with another squad "on" that month or what have you?

Either way, that might be interfering since I think military dwarfs will still occasionally train or do other things even if they don't "have" to by their schedule. I'm not sure though, since I generally only have a dedicated military, not "all dwarfs are military dwarfs." Anyhow it might not hurt to have a few dwarfs not in the military to take care of important tasks and/or making sure that some squads are specifically set to "inactive" at times. Again though, someone who does tend to run heavier/all military forts might be able to chime in a bit better here.

Everyone is in a squad and the orders are set to train minimum 8 or 2 on alternating months.  I set the cap at 30, so I have 3 full squads always partially training.
Now that I look at things, I have no jobs queued up, but no idle dwarves.  I think it's just combat training being higher priority than anything else. 
Lot of horrified dwarves here so that could be it too, although there's usually only a handful of job cancellations at any time.
I'm thinking of upping the pop cap and then setting all the newcomers to haul only.

When militia are off duty, they'll still spend most of their time on "individual training" after some basic skill level has been reached, assuming their squad still has training facilities. This harms both R&R and any civilian duties they may have.

For part time training to work, you'll have to ensure the off duty ones are denied the option to train. I've used the method of removing the squads from the training facilities when they're off duty, and reassigning them again when they go on duty, which obviously is a bit tedious as well as error prone.
Someone recently described the clever approach of constantly using a civilian alert that excludes the training facilities to keep the off duty ones away from there, but I haven't tried it myself.

Most likely this. Professional soldiers don't like wasting their time, and even when technically in civilian mode, they will spend most of their time eating, drinking, sleeping and doing individual training/crossbow training

So my dream of a kung fu commune is a bust.
At least one of my least trained dwarves kicked a hill titan to death.  So what if it was made of snow...

so I've limped along, and luckily i make just enough food/booze to live to the next caravan.  Latest dwarf behavior has me stumped.  I set up an inn with beds and my own dwarves go there to sleep on the floor next to the beds. 
This is far from the main area too.  It's outside the fortress a few Z's up the tower. 
Why are they going as far away as possible to sleep on the floor next to a bed?

"rooms" assigned to an inn are available for residents only. Citizens use rooms assigned to themselves (they pick free ones for themselves if there are any available), or dorms (which residents don't use).
