Quote from: Proposal Part Two, Still A Draft
Proposal:
1. The Army and/or Navy will aid us by funding continual progress on the Drachen….setting a precedent for inter-service research cooperation in research and coordination in combat strategy. This will free up our time so that we can focus entirely on pushing for total air dominance, while developing specialized munitions like better bombs or aerial torpedoes in cooperation with the Army and Navy.
2. When the Drachen project is finished, the Army and Navy will be asked to aid us by paying the initial cost for units of Drachens, at which time any Drachen squadrons funded in this way will be dedicated to serving whatever front and cause (covering a retreat, destroying a hardened position, hunting down a specific ship) the purchaser wants them to for [DECIDE ON REASONABLE RETURN ON INVESTMENT] turns, before passing to our control and being massed for specific breakthroughs and major offensives as planned by the Army and/or Navy. Alternatively, either branch could offer to pay upkeep for any squadron of Drachens, and we'll deploy them to the fronts and for the purposes desired by the branch that funds them as done when they first purchased them.

Obviously not finished but something needed to get done so I could get this tab off of my computer, and so I got something done.

Schwarzes Holz Streitkräfte Council Negotiations, Day 2

Somewhat early in the morning, before all the council meetings for the day, there is a brief amount of time to sit down and enjoy a good, traditional, Schwarzes Holz breakfast, with all the Schwarzes Holz sausage (As opposed to the clearly inferior Pren Gwyn sausage), honey, smoked ham, cheese, salami, bread rolls with butter, and eggs anyone could ask for with plenty of coffee to enjoy along with it all. After a and a half hour for everyone to wake up and eat a good morning meal, the meetings would once again start like they did last time, just with only two hours of speeches instead of six.

Still, these speeches do end, and in their place the debates begin once again, and with it the chance for more progress.

The Navy more or less seems perfectly fine with the proposals, and most seem excited in utilizing the aircraft in the rolls of scouting and potentially in the hopefully near future, torpedo bombing. Though, they would like to know the specifics of the research cooperation. From the sounds of things, they likely would fund a squadron or two and potentially get more from there. The Army meanwhile seems to also seem fine with the research cooperation, though also would like the specifics of such a deal. Though, unlike the navy they seem less interested in paying for maintenance and more on the actual production.

Regardless, other than this, the rest of the day goes by slowly as the council bickers over what units should go where, what operations to do, and so on. Lunch comes quickly, then another slog before dinner and rest...Or at least that was what the engineers and other members of the Luftjäger thought. As oddly enough in the Luftjäger dorm, a letter would be found. Said letter being a request, the designs to the a number of things in particular, each with a number next to them.

The designs in question were the Fallschirm which had a two written next to it, the Luftblitzkanone with a three, the FEiV-15M with a four, the Durchfallen Bruchpunkt with a one, and the Adderbolt with a three, five, and ten next to it, the last number mentioned to be specifically the most up to date version you had available. Worryingly enough, the letter specifically mentions that they'd leave extra for the 'Prototype's you have almost finished' shortly after the mention of the adderbolt, and to make things more...suspicious, the letter would have 下層階級 written in the corner...The letter asks that a copy of the designs in question be placed in a specific book on a bookshelf in one of the outer halls along with what the air force wants out of this 'transaction', and, depending on what is there, they'd give varying amount of support, be it funding, men and women, or something else so long as its requested and 'enough is given to the people'.

Let's send the suspicious people a letter. Something like this:

Quote from: A Friendly Letter
Dear People Who Probably Should Not Have Access To The Restricted Area In Which You Deposited This Letter,

Who the hell are you and why on earth do you think we're going to give you classified military intel just because you want it?

Signed,
Kaiserliche Luftjager Intelligence Command

And then we set up surveillance on the book. I'd leave it to our intelligence services, but since nobody actually assumes that people who do intelligence work actually know how to do it without being patently obvious about it, I'll spell it out: Replace one of the regular guard posts (one that has a view of that bookshelf) with one of our intel guys, be they specifically ours or just general intelligence. Nothing to see here, just a bored guard watching his boring hallway...even for a person grabbing an apparently perfectly normal book from an apparently perfectly normal bookshelf.

So, for the actual business at hand:
Quote
RESEARCH COOPERATION:
The Luftjager is limited in the amount of research and scientists that we possess, and also have pressing needs to continue improving so that we do not fall behind our opponents before the Drachen comes out to ruin our enemies. We hope that our fellow servicemen will be capable of providing a set amount of researchers and materials to keep Drachen development moving along, while we dedicate time to improving bombs and bombing accuracy and developing more means of waging aerial warfare at sea. (We would like a flat allocation of dice to the Drachen project every turn, to represent continued help from the other arms in completing the project)

PROPOSED MONETARY COOPERATION OUTLINE:
If an arm pays for the entire aircraft and pays maintenance, we keep flying missions as they desire in support of the area they want supported.
If an arm pays for the aircraft but doesn't pay maintenance, we fly the aircraft for 3 turns as they want, then move on to placing the aircraft where we believe they can have the greatest effect.

Quote from: Cooperation Proposal
1. The Army and/or Navy will aid us by funding continual progress on the Drachen (Automatic invested dice each turn for the project at no cost for us)….setting a precedent for inter-service research cooperation in research and coordination in combat strategy. This will free up our time so that we can focus entirely on pushing for total air dominance while developing specialized munitions like better bombs or aerial torpedoes in cooperation with the Army and Navy and further improving the base aircraft.

They give us flat progress and we keep working on the other bits--engine and airframe adjustments, munitions to be deployed from the aircraft, etc. In return, we blow the hell out of their enemies from above, and also provide any techs we make to them whenever desired. If an arm pays for the entire aircraft and pays maintenance, we keep flying missions as they desire in support of the area they want supported. If an arm pays for the aircraft but doesn't pay maintenance, we fly the aircraft for (X) number of turns as they want, then move on to placing the aircraft where we believe they can have the greatest effect.

Seems fair imho.

Schwarzes Holz Streitkräfte Council Negotiations, Day 3

The negotiations continue into the third day, about half way into the Streitkräfte Council meetings, plannings, and dealmakings. The primary thing done today is quite simply solidifying the deal with the army and navy, and working out the specifics while in the background, a particular bookshelf is kept under quite a good watch by a inconspicuous guard. In other words, it isn't exactly a busy day, but it is still important, if a bit dull...

The navy is for the most part fine with the proposal. While a few mentioned they'd rather keep the scientists and simply give extra funding instead so their researchers could work on their own projects like the planned W-24. However, they recognize the importance this brings to the table and how useful it can be to the war effort. The army however is more divided in this, practically split, as while giving some extra funding and paying for part of the project isn't too difficult or costly, diverting researchers away from their projects to a field that they aren't as suited in and to a weapon they won't be able to use has some of the old guard and more glory hound like generals arguing with the more pro air force generals and officers as well as the sizeable minority of generals who want 'revenge bombing' as they call it. They are still divided on the issue currently, though, they are fine with the payment of the squadrons.

Currently, when it comes to the payment of the squadrons for when the aircraft is actually finally finished, the Navy stated that they are solidified in fully buying four for their first batch, and hope to be able to use half of them for torpedo bombing once they are up and ready, willing to potentially buy more after they serve the navy for some time. The Army meanwhile is more focused on the short term in just getting them out there as quick as possible, though, currently, they claim they'll buy two a season for three seasons as a compromise inside their own ranks.

The rest of the day is mostly spent on either unrelated plans that the air force isn't currently privy to, or the army arguing over how to pay for the research and whether their projects are more important or not. By the end of the day, the Luftjäger returns to its room to be informed of one thing and find another. The thing they find is another letter.

Quote from: the letter
We can understand why you do not trust us, though it is disappointing. The people of the empire of Schwarzes Holz are one of merit and skill. While blood is still important in your leadership, your leader recognizes what they aren't skilled in, and assigns people who are skilled in order for everything to run smoothly. This natural inclination of merit is exemplified most in the Luftjäger.

In Shirohon, however, this is not the case. Blood means everything. If you aren't born to the nobility, you aren't seen as anything but a peasant, and going against their iron fist rule is grounds for death. So much as trying to prove yourself will have you targeted, as clearly shown in what happened to Onishi Shika, or Shika Onishi as you would write her name, who despite honorably defeating Koyasu Yoshiiku of the Kaze no Samurai in a duel, was targeted by assassins as the nobility dishonorably tried to remove one who showed blood does not equal ones skill.

You likely know how unrest is high in the capitol territories, and likely already know who we are. Despite what you might think, we are able to provide quite a bit in exchange for some minor gifts in support of our mission to free Shirohon from its tyrants. Just ask what you desire, and so long as you grant us a fair exchange, you shall receive everything you desire.

We trust that you will make the right decision and help us, as we will remember your actions.

下層階級

An odd thing to take note of, is that the characters at the end look almost identical to the way they were written in the last letter, leading to one suggesting they are using a stamp or some kind of type writer to write the final bits of writing, it is quite likely that what is most likely Shirohon revolutionaries have at least one sympathizer who are here at the event, and potentially sympathizers who are of Schwarzes Holz Blood. The guard on station, stated that multiple people went to the bookshelf at different times during the day. He was privy to what specific book was mentioned and what it looked like, so he can cross off roughly half the people that arrived going off of what book they took. However, while the list of suspects he has will need further investigation, he believes that the one most likely at the moment is a minor general he noticed who is in charge of the guard on the island of Vegregrae, which is a small island off the cost of our homeland of Brimnach that is not too far away from the Southern Shirohon Territories...Or Shirohon Southern Territories as a pilot was quick to correct.

We go directly to the Emperor with our information and allegations, and urge him to search every inch of every place and person related to the suspects as fast as possible to find the stamp or letters or any pro-whoever-peasants people so they can be properly detained.

That way, we don't have people sneaking around trying to get ahold of classified documents AND we prevent any Schwarzes Holz citizens or military members from aiding and abetting an external entity attempting to get loyal members of the military to commit high treason through the sale of classified military documents and equipment to an unaligned foreign power.

Fn.L GL-135 (13.5 mm Feuermund-Luftblitzkanone) Refit Completion (We do this but actually do it, since we weren't given any information on what was or wasn't done and the results were left out of the designs spoiler)
As the war is never won and the Teufel has been bogged down in development, the Luftjäger has been left in need of a lethality boost for their aerial fleet to keep up the Adderscourge, given an anticipated enemy answer in the form of a better fighter - most likely better armed, but unlikely as fast or maneuverable as the SBD.II Adderbolt.

To accommodate this newfound strategic hole, two camps formed in the Luftjäger - those who saw the future in larger caliber automatic cannons which could be potent anti-bomber weapons and provide aerial support without the need for bombs, and those who sought out something in between rifle caliber machine guns and these larger cannons to retain the large ammunition loads and make the adoption with the SBD.II as painless as possible, citing the lack of durability in enemy airframes and the potency of heavy machine gun cartridges as reasons enough. Namely, by simply refurbishing the currently serving GL-12 machine guns, it would be possible to obtain a fast firing, light and proven armament that could most likely be integrated in the SBD.II Adderbolt at minimal additional costs.

The Feuermund-Luftblitzkanone GL-135 is thus their entry for a redesign to the GL-12. The gun itself is not very large (1.8 x 0.3 x 0.3 m; 1.2 m barrel), keeps the same action and general capabilities of the GL-12 (1000 RPM, low weight) and is chambered for a custom built 13.5x118mm Feuermund HMG cartridge, with detailed specifications listed in a separate entry. Suffice to say, the cartridge is made to possess a high exit velocity and kinetic energy (1055 m/s, 30000 J), as well as with the aim of good ballistic performance.

Luftunterstützungspaket Completion Project
A quick revamp to finally fix the bomb sights, clamps, and produce a 250kg bomb option. Further work is done with our by-now abundant experience with bombs to refine the aerodynamics of the bomb, to ensure that each will fall true and match the projected trajectories as closely as possible (making the bomb sights more reliable).

Drachen Design Review
A quick examination of Drachen prototypes and the design documents allowed us to preemptively correct the issue with the Drachen's landing gear. This is not expected to be very difficult, however, as it is still in the prototype phase. Thus, an investment of time is made to determine every bit of the Drachen that could conceivably be changed to reduce costs. No changes are actually to be effected, just possible changes listed out for future design work to be used on.
