This seems sensible. Mechanics around cold and insulation are currently underdeveloped, which is why your dwarves don’t freeze to death when venturing outside in a snowstorm without coats. Whenever insulation is looked at, this should be part of those reworked mechanics.

Moreover, it could be a source of !!FUN!!: imagine crops being lost, or wood being scarcer, because the soil froze.
