My question: Is the "Wall/Floor Construction" labor all that's needed for a dwarf to build walls/floors or does it also need to have the corresponding material labored (masonry, woodcrafting) enabled as well as indicated in the wiki article?

I don't think you have to enable the material's relevant labors anymore.  Pretty sure that was explicitly changed a few years ago so that anyone could help perform construction work by default.

As Telgin said, it was changed during the 0.40.X arc, so it seems the Floor wiki entry is outdated (bridge building, for instance, DOES use an architect for the initial stage and a carpenter/mason for the final one (and I guess some kind of smith if you're using metal, but I don't do that), so the old logic still remains in places.
