Sudden rule update:

I have decided that I don't actually like the idea of projects taking time to finish, so I'm scrapping that system. Instead, the 3 dice at the start of each project will be used for :

1) Effectiveness
2) Favor
3) Domain

Effectiveness is the same old thing as it has always been.
Favor represents how much your God likes your new design, and is useful if you want them to bless certain stuff.
Domains represent how much your design affects your God,  defining and shaping them.

All 3 are independent. A 6,1,1 design will perform just as effective as a 6,6,6 design, it just won't have the same divinity shaping, favor currying effect.

It can be a worship phase thing.

You would probably need some sort of temple-utilizing or temple sanctifying ritual to get it thought.
