Automatically Convert Worn Clothes To Trash

This is a long standing issue - dwarfs discarding worn clothes all over the ground ( or in personal lockers ) - and they just sit there forever.
 If body parts, dead animals, spoiled food, and dead crops are automatically converted, why can't worn clothes ? There's obviously a trigger that makes the dwarfs take them off, so the same trigger can be used to add the refuse/dump flag along with a separate flag for rotting !

I've heard it happens at XXwearXX, which is not very helpful given the bad thoughts start much earlier.
