Trying to find an advanced way to mill just the plants I want.

Is there an easy way to do this without using burrows?

Depends on the definition of easy. There doesn't appear to be way to exclusively use just the manager job details system for this, afaik. You can use linked stockpiles (give to) to move only the plants you care about to a stockpile that is linked to the mill / quern. You'll also need to store empty bags in that final stockpile or another stockpile linked to the mill/quern. At that point you can use the manager to make the standing 'mill plants' order based on whatever. Note that if you have multiple plant types in the final stockpile, it seems to just grab whatever the first available stack is. So, multiple stockpiles, multiple mills, some number of stock pile links. If you roll all that up with quantum stockpiles and the dfhack script 'combine-plants' on repeat, pretty manageable.

Using stockpiles is just the same as using burrows, assuming thefinn meant burrow restrictions...

You could use workflow+with gui/job-material(usually under Alt-A). This allows you to set the repeating job to use specific plants without having stockpiles for them.

Either way, if you have multiple plant types you want milled it means multiple orders, whether through manager+stockpiles or workflow+job-material.

For the specific case of consuming raw purple/blood amaranth, storing them in a minecart might make them inaccessible for the quern (not sure) but certainly still accessible for eating or cooking. Hm, nvm - only the leaves are edible raw.
