Why my civilizations holdings are getting occupied?

I'm playing Old Genesis on latesst version of DF 44.12
My dwarf civilizations (The Creation of Palms) holdings are getting taken over by an orcish civilization (The Adventurous Nation). Even my economically linked, later a vassal holding just got occupied by those orcs. Weird thing is, we're not at war with them. Is this a bug or something is happening? How can they occupy our holdings without us being at war?
