will stairs block bolts/arrows?

I have a 3*3 main stairway in my fortress and I'm planning building a watch tower right on the top of it and extend the stairway to above ground. will it work?

Stairs will not block arrows/bolts, but dwarfs need to be adjacent to fortifications to shoot out of a tower. See wiki.

Yes I planned to build exactly like it shows, just change the floor into un/down stairs.
